To unlock the full roster legitimately on original hardware, you had to:

memory card files, you cannot just drag and drop individual game saves. You need a tool like to "insert" the save into the card.

Launch the game once to allow it to format the card if it’s brand new. Close the emulator before proceeding to the next step.
